Description

Since the 2018 Farm Bill legalized hemp, there are now two distinct commercial industries: pharmaceuticals / wellness and industrial. In the pharmaceutical and consumer wellness areas, there is an explosion of innovation and new products. In the industrial market, there is increasing interest in light of sustainability and carbon capture considerations. At the state level, the most significant update is the evolving state efforts to place THC potency limits on CBD products, efforts that could significantly limit full spectrum wellness products. Related is the ongoing state legislation seeking to define “intoxicating” and “synthetic” and to limit these products, particularly Delta8 and other cannabinoid products. At the federal level, the recent cannabis legalization bills address the regulation of hemp and set out varying roles for federal agencies. What will the next years bring for federal issues in light of reauthorization of the 2018 Farm Bill and possible developments for federal legalization bills?

General

This program is eligible for 1.25 hours of General CLE credit in 60-minute states, and 1.4 hours of General CLE credit in 50-minute states. Credit hours are estimated and are subject to each state’s approval and credit rounding rules.

Jessica Wasserman is the founder and CEO of WassermanRowe, a DC-based law and government relations firm providing services to Food and Drug Administration-regulated industries, including  food, supplements, medical devices, botanical drugs and drugs.    She has worked in Congress, federal agencies (at both career and political levels) and major law firms.    She has worked on hemp and cannabinoid issues since the 2018 Farm Bill decriminalized and defined hemp.  Having worked at the U.S. Department of Agriculture, she hit the ground running on the hemp harvest issues and then pivoted to the cannabis  FDA issues (Warning Letters for drug label claims compliance; GMPs; Epidiolex drug preclusion issue; GRAS; NDI) as CBD manufacturers and retailers faced these issues.   Currently, Jessica lobbies and advises on compliance on a wide range of cannabis issues, including reauthorization of the 2018 Farm Bill;  the proliferation of state laws focused on “intoxicating” cannabinoid products; compliance for edible products sold in dispensaries;  federal lobbying on the ongoing FDA cannabis scheduling review and more.  Jessica is a graduate of the University of Michigan Law School.

Heather Azzi is General Counsel for the United States Cannabis Council, overseeing all operations and legal matters. Before joining USCC, Heather was a cofounder and General Counsel for the Cannabis Trade Federation and held various roles at the Marijuana Policy Project (MPP), including Director of State Campaigns. While at MPP, Heather either led or assisted with drafting a majority of the cannabis-related law enacted in the U.S. between 2007 and 2018. She has over 12 years of experience drafting cannabis-related laws, advising cannabis-related campaigns, and lobbying for sensible cannabis policies.

Heather received her J.D. from Lewis and Clark Law School in Portland, Oregon. She lives in Denver, Colorado.

Mai Dinh is the Assistant General Counsel for Marketing, Regulatory, and Food Safety Programs Division where she manages a staff of attorneys providing legal advice to the Agricultural Marketing Service, including the recent regulations on the Domestic Hemp Production Program and the National Bioengineered Food Disclosure Standard.  Prior to USDA, she was the Assistant Chief Counsel for Regulations at the Transportation Security Administration (TSA) where she guided significant rulemaking actions and program developments on passenger information screening and general aviation security.  Prior to TSA, she supervised teams of attorneys at the Federal Election Commission who developed regulations to implement sweeping campaign finance reform legislation. Ms. Dinh is a graduate of the George Washington University Law School and the University of Pennsylvania Wharton School of Business.

Christopher Arneson is senior tax policy advisor with the U.S. Senate Finance Committee Majority Staff, where he has served for more than a decade, under Chairman Wyden, and previously, Chairman Baucus. He has primary responsibility on the Finance Committee staff for issues including income tax accounting, tax exempt organizations, estate and gift tax, and various special industry issues. 

Prior to joining the U.S Senate Finance Committee, he was a partner at Cirrus Digital Solutions, a digital media and public relations firm.

Mr. Arneson received a Master of Public Administration from American University, with an emphasis in public finance, tax policy, and economics; and he received a Bachelor of Arts in Journalism and History as a double major from the University of Montana. He has served as editor of the Public Purpose Journal, the Montana Native News Project, and has authored numerous articles, staff reports, and discussion drafts. Mr. Arneson speaks frequently to professional organizations on tax and legislative topics.
